Propriétaire d'une compagnie de diligences et en apparence citoyen respectables, Dan Hammond est en réalité le chef d'une bande pillards qui tient Crescent City (Idaho) sous sa coupe. Soeur du directeur du journal de la ville assassiné par les hommes de Hammond, Barbara Meredith prend l'identité de Zorro (The Black Whip) pour lutter contre la bande, avec l'aide de l'agent du gouvernement Vic Gordon.
